It would be productive to know if you mean Vancouver, WA or Vancouver BC. Both own great public transportation between Seattle. If you could specify which I could advise you on the miscellaneous choices although Amtrak is a good bet to any.

Depends on whether you be set to Vancouver, Washington (just this side of Portland), or Vancouver BC. Vancouver WA is about 2 1/2 hours south on I-5. Vancouver BC is in the order of 3 hours north if you don't get stuck at the border.

It'll take something like the same amount of time no thing if you're going to Vancouver, WA or Vancouver, BC. Going North, you won't have much traffic olden Everett but the border will slow you down (bring a book... might be an hour wait). Going South, you may have to quarrel traffic right through SEATAC, Federal Way, Tacoma, and right into Olympic before you're really moving the speed impede. During rush hour, this trip could actually lug you 4 hours!
The distance is a little shorter going South than it is going North.
That depends mainly on how long you hold to wait at the border crossing. It take about 2 hours to go and get to the border, then a partially hour or so to get into Vancouver. I've driven straight up to a border guard next to no wait, and I've be stuck in row for 3 hours... and everything in between!
