The few times I've stayed contained by the city, cheap & decent didn't exist. It be one or the other.
You're going to be hard pressed to find one. Most hotels contained by and around Manhattan go for a giant price, especially the ones with any trait. Try searching for rates online through Travelocity or expedia. Your best bet is probably to book a hotel away from NYC and bear the train there. Depending on how long you are staying, this will probably reclaim you money. It's also nice, if you don't come from a city, to be able to sleep somewhere minus the noises and lights of the city.
