The first answer is correct and you could have your nuptial in Woldenberg Park, which is on the riverfront at the French Quarter.

However, the shelters at the park are pretty small and may not be large adequate for your event if there is rainfall. You always own to account for the weather when planning an outdoor event.
You might want to consider have your wedding on the steamboat Natchez, which docks on the riverfront.

How about a ceremony on the river. There are no charges for party, as long as you aren't utilizing one of their shelters, then here is a small fee.
But, if you rent a shelter, enjoy the ceremony and reception there.
It would be a nice out doors honeymoon.
