why is the time of NYC sometimes 4 and other times 5?who decides when the time should be 4 or 5 and how sure citizens of NYC are going to gain the right time always to make available to other international and non-NYC residents?Am saying this because some vote the time difference is -4 and others -5,thats the real problem i want to verify in the order of.What asctually tells the valid NYC time other?

Its all going on for the daylight savings time. NYC is a -5 zone, but DST make it -4 during the summer. Its all pretty arbitrary which is why its thorny to remember.
When we're in Daylight Savings Time (like we are in a minute until this weekend) we are GMT-4. When we turn the clocks back on Sunday morning next we will be GMT-5, because GMT doesn't adjust for daylight savings time.
