There's one on Calle Real surrounded by Goleta, not sure about others but the above site will relief you once you put in the closure.

That's kind of approaching looking for the Taco Bell in Beverly Hills, isn't it? You don't find oodles discount gas stations in Santa Barbara itself. The closest Valero is surrounded by Ventura, 415 E Thompson Blvd. 101 north, exit California, turn left on Thompson, and it's on the right something like a block from the offramp.
An alternate strategy might be to fill up contained by LA and top off surrounded by Buellton (or San Luis Obispo).
