For less significant expensive parking downtown near the Fountain, the best entry for you to do is go a bit farther south in the South Loop, approaching anywhere between 9th street south past Roosevelt Road. Many of those lots hold better deals, resembling $6 or $8 all afternoon either if you go and get in precipitate, or if you're parking after 4 p.m.
Note: there is no such entity as free or cheap parking downtown, just "slighter expensive." Free and cheap parking just don't turn in alike sentence with downtown Chicago. But if you plan to spend masses hours to walk around downtown a correct option is the East Monroe Garage where on earth you can stay up to 12 hours for $13 (that is definitely a perfect rate for the city). The entrance to both East Monroe Garage is on Columbus Street, just east of Michigan Ave.
