I see kids do it all the time when I come subsidise from TJ. Unless you are only 8 or 10 years behind the times. Then you will have a problem.

If this child is a Mexican citizen, he does not need that...from the outlook of the Mexican gov't/ However...this child DOES need to hold a visa to enter the U.S. Does he have one? It is extremely difficult to win a visa for a Mexican child...to take him to the U.S.and that requires parental assent for any child under 21!.
