You have two options-- any take the Greyhound or PeterPan bus to Annapolis or rent a sports car for a day.
To rent a coup¨¦, take the blue dash metro to DCA (National Airport-- takes in the region of 10-15 min from Dupont) and then rent a sports car from the airport to drive to Annapolis. If you are going on a weekend, you can rent a car for as little as $25-$30 a time from one of the big rental companies. It might be a pain to park the saloon in Dupont (or it will be really expensive) so you will probably be better rotten returning it after the trip rather than keeping it for the unharmed time you are in DC.
If you cart the bus, you need to pilfer the red line metro from Dupont to Union Station and travel to the bus terminal. I think the bus trip take about 2.5 hours and leaves a few times respectively day. You should check out Greyhound or PeterPan's website for the rota.
There's always Supershuttle or other van/Limo service which is terrifically pricely - especially from DC.
If you have a credit card, you can reserve a sports car at http://www.flexcar.com or http://www.zipcar.com and use the car to drive rear and forth to Annapolis - such a service will cost around $80 but gas is included.
There is a MTA commuter bus which travels from New Carrollton to Annapolis but only operate in the rush hour direction (mornings going towards DC and evenings going towards Annapolis). There is no weekend service for the commuter bus.
The ending option is taking the Green Line from Gallery Place to Greenbelt, taking the B-30 bus to BWI, taking the Light Rail to Linthicum and another Light Rail to Cromwell and waiting for the #14 bus which go to Annapolis - too convoluted and too time consuming - even though the service runs 7 days a week.
This one sucks. I commute to Annapolis from Georgetown (near DuPont Circle) adjectives the time.
The best bet, is to catch the red smudge at DuPont Circle, transfer at Metro Center to the red line and run it all the method to New Carrolton. From there...sigh...you'll probably hold to take a hackney carriage. But if you go to metroopensdoors.com they can route it out specifically to see if nearby is a bus that can take you from the New Carrolton stop to your specific destination contained by Annapolis
