Do you expect skate boarding or roller skating? If you mean skate boarding here is one in Venice right by the Boardwalk. It's not exceedingly interesting though.
In Santa Monica you can stay at the Hotel California, which is on the beach, for $179 a darkness. That doesn't include tax though.

Also, along the South Bay cities of Manhattan Beach, Hermosa Beach, and Redondo Beach, here is "The Strand," which is a paved bike/skate/pedestrian narrow road. Hotel rates are a little cheaper immediately, and you can probably find some good rates within Venice, or in Redondo Beach. Have fun!
