Moving to Philadelphia?
I will be moving to Philadelphia to attend University of Penn and I'm trying to find out where the safest and closest places to live practical the campus.

You are definitely going to want to stay on campus. The neighborhood contained by University City sucks to put it mildly. The university should give you a document of places. I would stick with those.
UPenn's campus is in West Philly, and West Philly isn't the safest place within the city. I'd definitely recommend staying on UPenn's campus and getting a dorm or something near. If not, go through the University and see what helpful of off-campus student housing they offer, as the student housing complexes are patrol by UPenn police.

A 35-year-old woman be assaulted in her Center City residence at around 4 this morning, police said.
She was stabbed once within her neck and once within her wrist.
The attack took place near 25th and Waverly Streets, southwest of Rittenhouse Square.Rittenhouse square is where on earth alot of wealthy family live to be safe they money very soaring rent. A safe place not at the moment ...Just be careful and don't travel alone at darkness. University area is where on earth alot of students stay but again crime knews no bounderies. BE STREET SMART BE VERY SMART
There are some nice homes around the University of Penn that are settled by students. But really, the area is not the greatest, so if I be you, I would stay in campus housing until you become aware with Philadelphia.
