The best course to come to Disney on a budget is by staying at one of the Hotels right outside Disney Property. You can stay at a Disney Value Resort but it can be pretty expensive compared to other hotels. If you're also coming without your own transportation, I also recommend staying at a hotel that will also contribute transportation to other Theme Parks besides Disney or that at least are close to them so that your Transportation/Taxi costs won't be extravagant.
