The Venetian. Take a gondola ride during the daylight inside and a romantic ride at night outside. Get a room beside a hot tub, order room services next to your favorite beverage and snacks, look out the window on the lights of Vegas (my city) or The Strip. Make sure you ask for a room beside the view you want.

I really like the Palace Tower Deluxe rooms at Caesars, that overlook the Venus pool.
The Venetian is really nice.
Bellagio & Wynn are both 5 star, I would prefer the Bellagio, because of the fountains..
"If" money is no odds, there are suites within LV for 10-70K per night. This would be a indication.

I would articulate that Paris sounds the most romantic while being affordable at indistinguishable time. But you could stay in a more posh hotel such as Bellagio, Wynn, or Mandalay Bay and still be capable of access the romantic aspects of Paris such as the Eiffel Tower Experience. I would personally want to stay contained by the MGM Grand Signature Suites for a romantic trip. They are affordable and cozy. Good Luck!
