When are traffic hours contained by Philadelphia?
I'm looking to get to University of Pennsylvania by 8am on a Friday from 10 minutes outside Philadelphia. I have need of to know how many minutes quicker I should be on the move.

I personally would allow 15 extra minutes.
10 minutes can be a big difference depending on what part of the city/surrounding nouns you're coming from. Personally, I'd say 40 minutes a short time ago to be safe, especially if it's an appointment you're here for. Besides, the previously in the morning, the better past its sell-by date you'll be. There's a Starbucks, Dunkin Donuts, McDonalds, the Library and just a scenic campus contained by general...what's the wound in showing up impulsive, you know?
Don't push it. If you enjoy to be there by 8am, move between 7:00 and 7:15am. Anthing can happen doing a tour (ie: traffic; rain; accident), so you want to grant yourself a few extra minutes.
