Best neighborhoods within New York City?
I really want to live in the heart of the city but not to pricey..if adjectives else fails I will resort to Manhattan but I really want something cheaper. I'm solitary staying for a semester or two and i have $5,000 save.(it won't get me far but it's a start)

Can you live in student housing or arrange for a roommate? Rents surrounded by the outer boroughs are approx $1000 a month for a studio. You also need to factor within food etc...
Check craigslist.org for apartments. Forget about living surrounded by Manhattan, even uptown/Harlem is out of your price range. Look within Queens or Brooklyn.
Manhattan is expensive but you look at NYC Visit's Hotel website, it will tell you how much is hotel cost.
However, avoid Hotel Wolcott is not expensive according to NYC Visit book because my Japanese friend have experience with that hotel and that not highly good hotel because they not friendly.
You could draw from free "NYC Guidebooklet" which tell you which hotels are inexpensive, middle class or expensive.
Any neighborhood within Manhattan is expensive except for East Harlem north of East 106th St and above 125th St, but not very appropriate place to stay.
My warning I would check with craigslist.com for apartment within your price range. You may also want to consider living outside of Manhattan, the borough is expensive to live. Consider living contained by either Brooklyn or Queens, sooner consider getting a roommate.
