If you are going to college here, I would say that anywhere in the neighbourhood your college is the best part since you can (hopefully) totter to classes, which saves time and transportation costs
The truth is, there are tons of neighborhoods surrounded by NYC that would suit you.
Unfortunately, most of the nicer places in NYC are really expensive. Decide what you can afford first, and later see where you'd similar to to live.
If you are a college student, find a roommate and get a place contained by the East Village. It's not going to be cheap, but there is abundantly to do, a lot of restaurants, and plentifully of places to get leisure jobs (restaurants, bar, stores..)
Brooklyn as well, but if you are a student, it's a slog on the subway.
upper west side if you can afford it
If you want activity, afterwards Manhattan is for you! But it's expensive, you will need $$$!! or find a roommate (or 3) to share an apt. next to.
If you want to be close, but a bit cheaper, try Brooklyn.
If you want more of the suburbs, Staten Island.
