I close to phoenix for where its at and the weather, along beside its not at too much of risk for any natural disasters. Gangs in that are though, you wont get rid of them unless you move to a vastly small town, and then here is still some gang activity.
It depends on what you want. Do you like season or do you want things to be hot all of the time? Jobs and opportunity are another point.
I chose northern Virginia outside of DC. Seasons, opportunity and access to airports. Gangs? Only close in to the city. Yes if you pick Maryland you get hold of all of that.
In my belief, roughly where I live is the best place surrounded by America. Any of the suburbs in Northeast Ohio surrounded by between Akron and Cleveland are great.
-Virtually no natural disasters (Other than lots of snow). There are intermittent tornados, and that's it.
-Access to two major cities (Akron, Cleveland). They are freshly less than one hour apart. This mechanism you have adjectives of the big city amenities (Clubs, Pro Sports, Airports, etc.)
-By living outside the cities, things aren't terribly crowded morning to day. Enough race live here that you have adjectives the options (It's not the middle of nowhere) that you entail, but you don't have adjectives the traffic and whatnot of living in the urban areas.
-Four season. The summers are hot, the winters are cold with snow, stunning autumn, nice spring.
-Colleges. Ohio has more colleges per square mile than any other state surrounded by the U.S. You have big school (Kent State, Akron) and small schools (Baldwin-Wallace, John Carroll, Case Western Reserve, etc.)
-Art/Culture/Museums. Cleveland have the most dense art/culture district outside of NYC. Cleveland's museums are excellent, including the Museum of Art which is world class. You also have the Rock N Roll Hall of Fame (Cleveland) and the Pro Football Hall of Fame (Canton) and the Inventors Hall of Fame (Akron) smaller number than an hour away.
-Schools inside the city have have a rough time, but because we're talking just about living 15-20 minutes outside the city, there are tremendous private and public school available.
Not sure what else you would be interested in, but I cogitate Northeast Ohio is one of the great places in America to live.

But I think Fontana, CA is a great place to live as okay
Probably Asheville, NC, where on earth there are few (if any) gang and natural disasters.
I've other liked to call on Seattle, WA. It's a beautiful city.
Gangs are a problem everywhere in a minute. My grandmothers in Wichita, KS and Omaha, NE address about gang severity in those 2 tiny places.
