Public school's in Hawai'i are adjectives the same, it depends on what island, what city, and what position. I am born and raised within Hawai'i so if you have any cross-question feel free to ask me.
Last year, Kaiser High School in Hawaii Kai have the largest number of National Merit Scholars of any public school on Oahu. I don't know if it is the best public institution or not, but that is one end measure of power. It also depends on what you are looking for in a institution. For instance, Moanalua has by far the best music program & Castle is specified for performing arts.
