There are tons of public pools, but they are just open within the summer. Opening day is usually contained by late June.
There are no hot dog stands - within fact at hand are VERY strict rules about what you can and can't bring into a public pool. I expect STRICT! (You have to walk off everything in a locker, and individual bring into the pool area a clear daypack, no food, only a towel, you must wear a bathing suit, the simply other clothing you may have is a WHITE t-shirt - I don't remember but possibly you can wear flip-flops. You see what I mean? STRICT!)
There is a place to swim contained by the summer off a Broolyn pier call the Floating Pool. I'm pretty sure that's public as well. There they DO enjoy hot dog stands and such.
