I'm a 23 year elderly childish professional considering moving to portland. What are the best neighborhoods?
I'd like to be around other citizens my age but in a more upscale environment. Preferably cool restaurants and bar nearby but not ridiculously expensive housing.

Everyone else listed great places, but pretty expensive. One of my favorite neighborhoods is Eastmoreland (although I'm not sure if it's "moore" or "more" haha). It have a really quaint, nice environment next to some familes and definitly people your age living near. It's like a small community, there's the houses surrounding a couple biggest streets with cool shops and great resaurants and other entertainment option. And it has one of my favorite breakfast places surrounded by all of Portland... Fat Alberts!! Check it out.

inopportunely for you, upscale+cool=expensive in portland. the cost of living is 30% superior than the national average, and the job situation is intensely dismal (unless of course you are already entertaining a opportunity offer, contained by which case i'd voice GO FOR IT! portland is amazing.)
Make sure you own a job formerly moving. Jobs are tight there---tons of young general public move there looking for work because its an amazing place to live. I'd suggest the Pearl District for living, although its 'spensive. Hawthorne is nice but too hipster for me.
Check out the Hawthorne nouns, pretty groovy, so's the Pearl district, but that's high ruin, Northwest Portland is pretty hip also, check out the McMenamin's Website, as their pubs are all surrounded by pretty cool spots.Good Luck!!
