With the Surferguy thing I imagine they are right North Shore sounds right. If price is an issue Wahiawa has some pious prices. Ewe Beach is really coming up and turning in to a nice nouns. Kaneohe is beautiful and have just in the region of everything you could need and never hold to go to Waikiki side if you did not want to! All of Hawaii is great it adjectives depends on what you want to be near and do.
Wailua Homesteads, Kauai. Great site, not too rainy, not too dry, nice and cool, minutes from the shore, and pretty centrally located, 15 minute drive to Lihue and Kapaa.
Hilo on the big island. It's the lowest expensive and there is access to some occasional surf on the Hilo coast but also correct surf on the Kona side which is about an hour and a partially drive from Hilo. Hilo is not crowded like Honolulu and Maui.

Go to Hilo on the Big Island very nice and cheap nice homes. Not crowded and great populace too.
Waikele or Ewa Beach on Oahu both places have trial homes being built too. If you similar to Oahu better
