I would go to outdated city, lots of bars and upright atmosphere.

Rittenhouse Square - It's lively around within 24/7 and because it's an upscale neighborhood, the police are always in the neighbourhood by. But anywhere you go within a city you need to enjoy street smarts.
Well if ur looking for a nice walking place you shold go to FDR oark. Or if u live surrounded by Philly most people telephone call it the lakes.
There is no safe place to stride at night within Philly...
South Street or Penn's Landing

when the weather is nice, Walnut Street is usually a great spot to stroll, from 12th Street to 20th on Walnut Street. Also, South Street from Front to Broad Street is usually very crowded, its not as interesting as it used to be though. You can receive great food and a neighborhood people watching form at Mixto at 12th and Pine. Their food and drinks are great!

down around 2nd and chestnut. you can walk to front street (next to 2nd) and scenery the river and bridges). penns landing (right on the river is nice, but i'm not sure how safe it is at night)
