Do general public from Salem, OH (Ohio) have an elocution?
Like a regional accent?

I'm pretty sure they wouldn't sound southern, but would they nouns like folks from the Northeast or is their diction pretty flat like Californians?

There is a midwestern diction that one who is sensitive to accents can hear, and individuals from Ohio, Indiana, Illinois, Michigan, and the surrounding states have this regional diction in some forms. As you move east, it shifts a bit to be more Pennsylvanian.
I have an ear for these things, it seem, and have skilled accent cutback. The least accent American English could be said to be Californian, because it is such a blend of other areas' accents.
