The solely way to fly into LGA from LA is to move planes somewhere.
LGA has a constrain of 1500 miles on flights (except that Denver was grandfathered in).
Non-stop flights from LA use JFK (or Newark).
LaGuardia is virtually a stone's throw away from Shea (2 miles). You could even see the airplanes fly low from Shea as they are approaching the airport.
There are hotels right across the highway from LaGuardia (Marriott, Crowne Plaza) whereas you can just find a cab from nearby and should cost you very little. They may even hold shuttle service that can get you to Shea.

We're going to NYC contained by July -- most domestic flights go into LaGuardia and it's closer to Manhattan so hackney cab fare would be less. International flights use JFK.
