Where is a moral place to hold a celebration? within Kansas City?
The party is my birthday, and im invitin a tons of empire. and i don't have a clue where on earth i should have it. the gathering is going to be cocktail themed and u have to wear adjectives red. There is going to be dancing.

There are plenty of places near a wide stock based upon your budget. You didn't mention what member of town you are in, but here are my guesses.
1) VFW and American Legion hall in respectively suburb in both KS and MO. They are logical and you can bring in your own food, drinks, and music.
2) In OP, in that is the Arcadian Hall (a) 95th/Antioch where you entail to pay them - hold had oodles functions there.
3) Also surrounded by OP, there is Ritz Charles at 135th/Antioch - pricier. Food service have been apposite there and services are new and verbs (plenty of bathrooms).
4) In Olathe, Ball Conference Center near 151st/Interstate 35.
5) Shawnee City Hall rents their space for immensely cheap - alcohol and music allowed.
6) Went to a toga party within a great loft downtown last weekend. Cheap, spacious, but bathroom situation needed advancement.
7) Do a group event at somewhere like Tasso's. Belly dance and fun atmosphere!
Yes, a park would be economical, but then you would not be capable of do your cocktails and is really not fit for dancing (except if it be square dancing)... LOL
