We always like the Kiwanas indoor pool in Tempe - the pool is immense and starts at zero inches and become a big wave pool contained by the deeper end. You would be out of the warmth and could sit in the shallow termination with the little ones.

We use to also take little ones to the pet stores - Pets Inc on Mill and Southern within Tempe has snakes, lots of fish, etc

the zoo is fun but you would have to turn right when they open to avoid the roast.

waytoplaycafe. another indoor play nouns (brand new). just have my daughter's 6th b-day here. the kids loved it. there is a pirate ship to play on-equipped next to a rubber-filled beach that the kids can dipper "sand" into buckets, an ocean bubble pit, a jungle area, and a wet play station.

there are also several "splash pad" areas within local parks scattered around the dell. these are water play areas for kids to run around within. check with the hotel your staying within (or ask family) about which park is closest to you.

UNDER 2 is tricky. They are a little young-looking for Makutu's but there is a toddler nouns they may enjoy for for a moment while if you play with them and stir when it is not crowded. There are a couple of indoor play villages (miniature towns) that would be worth a look, Kids Town Play Center surrounded by Tempe has smaller buildings well-mannered for crawlers and toddler sizes and Imagination Avenue in North Phoenix have larger buildings that 6-year olds can walk into, toddler cars, a fenced nouns with toddler toys for really little ones, and a bouncer.
You might check out Jeepers contained by Mesa as well, they may be somewhat young but here are rides (indoor) like a merry travel round, mini airplanes, mini spinning cups, a play house and toddler climbing area, and a sand box. If it is not too hot, Enchanted Island at Encanto Park might be fun, check their website first to see if your little ones are soaring enough for the rides until that time making the trip (usually around 32-48").
The would really enjoy Splash Playground at Tempe Beach Park, this is a wet play area i.e. smaller (for younger kids) with small slides, a force, a run through areas that shot up water, as capably as a special area beside rockers for the toddlers. They would also really enjoy the Mesa Museum for Youth, this is a museum near things meant to be touched and a special nouns just for those beneath 5.
The library can always be a fun free indoor family circle activity. Most Phoenix libraries enjoy children's areas where it is okay to brand name some noise and in that are toys as well as books, the Cholla library close at hand Metrocenter is great for this and free events and storytimes or puppet shows as well (see website).
If you guess they can sit still for 20-30 minutes, the Great Arizona Puppet Theater may be an option. The zoo can be okay if it is not too hot, I didn't really nick my daughter when she was a toddler because I have to spend the whole time picking her up so she could see over the barrier. I would probably recommend World Wildlife Zoo more because things are closer and usually see through barriers. At Freestone Park within the Gilbert area, near is a minature railroad and toddler rides as well as a well-mannered park that would be right for their ages.

Any indoor play nouns works. Makutu's Island in Chandler, Fiddlestick's contained by Scottsdale, Pump it Up- there's a number of locations. If you can bring back them to sit still, the movies is nice-there's always a kid's movie playing. Pizza places- Peter piper, Chuck E Cheese- places where on earth they can play on the rides. Swimming! There are a lot of indoor and outdoor public pools to stop by. The zoo is ok, but it gets really hot really nifty here.
