No. Most car companies require drivers to be 25. Some companies will rent at 21 near a corporate ID, but no one will do 19. I hold clients ask me that all the time.
I think RB's belief is your best bet. One company's policy isn't necessarily another company's policy. Keep calling until there's nobody left to nickname. Don't forget when you call to ask whether or not one of your parents can perform as a guarantor on the rental in a style that would allow you to rent the car in need them present.

Translation: Yes, they MUST allow you to rent a car, BUT they can charge you extra. Chances are, it will be seriously extra!

Check with several rental saloon companies ahead of time. Most don't want to rent to anyone under 21. Try Enterprise, they use to rent to those 18 & up near a valid credit card and proof of insurance.
I just rented a vehicle for my boss and they asked me if he was 25 and elder. I don't think you can if you're lower than that age unless someone else rents it under their describe and they use their credit card. Sorry. :(
you cant rent a car ANYWHERE if youre 19, most rental companies individual rent to people 21+
