In the Baltimore area, A Ton of Fun is an indoor facility near rooms for parties. I own friends whose kids loved it -- it's not cheap, tho. See their site for the birthday activities they propose.

I'm not sure if my concept is good for a two year aged - but it may be something you might do when she's a little elder.
There's a place in DC and MD (same company, two locations) call "All Fired Up" - where you can step and paint pottery pieces and they will glaze them for you. The end time I went, in that was a small children's birthday bash going on in the put money on where kids have the option of picking a plate or a bowl and fine art it. Turn around time for pick-up is a week.
