Going into Mexico at San Diego border...will I?

One direction for you, maybe two. First, do not drive your vehicle across the border unless you know where and what you are doing. You must purchase Mexican driving insurance even if you enjoy insurance in the states. Also rental cars are not covered. The best item is to park on the US side of the border and take the Mexican black cab. If you plan go further down such as Rosarito, buy insurance resembling I said and stick to the toll roads (looks similar to US freeways, except not free).
As far as buying power goes, you get hold of what you pay for. To catch a good deal, you really hold to know what you are doing. Also you always hold to bargain because they expect you to do so. I in recent times say "es muy caro" and they usually hand over me a better deal. But most vendor near the border speak at smallest some English but they speak less as you stir further south.
