Anywhere along the American River between Howe Ave. and Discovery Park, preferably on the south side of the river.
Head down to Old Sac. Grab a drink and then skipper out to the sidewalks at midnight (with the crowds) to watch the fireworks. You can also stand along the bank of the river where it's smaller amount crowded. Good luck!
