I'll limit myself to comments on neighborhoods closer to the SFSU campus. That is, the southwest corner of the city:
- The areas subsequent to the university itself (Lake Merced and Parkside) are quite safe and sound. Lots of fellow college students will be around.
- A bit further afield, you can look at West Portal and the Sunset District. Lots of dull 1950s housing units. These neighborhoods aren't exactly the most exciting places within San Francisco, but they're very nontoxic.
- St. Francis Wood is upper class and nice, but you don't see too many students in attendance for obvious reason. It's too expensive and snobbish. Lots of trees and gated lawns.
- You'll want to avoid the Excelsior District (near I-280), as it has somewhat of a reputation for crime. The rowdy freeway doesn't exactly add to the appeal any.
- Daly City is hit-and-miss. It's not really dangerous, but you bring a lot of gangsta wannabe posers cause minor trouble. Although if you're Filipino or Polynesian, you might feel right at home (one of the largest Pacific-Islander communities surrounded by California).
Also try to find housing that connects to the campus' public transportation network. It make getting around much easier. SFSU is served by buses 17, 18, 28, 29, and 88. It has direct access to the M-Oceanview tram, and there's a free shuttle bus to the Daly City BART (elevated and subway system) station.
