Lake Mead is now seriously depleted,the Colorado River doesn't

If everyone just did their constituent to help amass water we will be fine for various years. The government tries to net people construe it is worse that it really is. Everytime you flush they recycle that water into other things heck it could even be more drinking river for all we know. So how much river do we really use per household these days?
Actually, it's not as bad as adjectives that. Lake Roosevelt is full for the first time in years, Phoenix get a lot of its dampen from mountain runoff in Flagstaff and northern Arizona - which have record snow - and both Lake Mead and Lake Powell are innards back up after years of droughts. The Colorado River hasn't reach Mexico and the ocean within years, so that's no change. And while I'm not within favor of endless sprawl, the truth is that farmland uses more hose down than houses do - so as more houses are built on what used to be farmland, more water get spared.
It's not that Arizona shouldn't conserve water - as you would expect it should - but the supply isn't in doubt at the moment. The biggest problems are the sprawl, the traffic, and the resulting pollution. If smaller amount farmland was self used, and hotels were more conserving of their wet, and more golf courses were built using "desert" landscape, the Colorado might run down to the Pacific again.
