I might be a little tardy beside your answer, but the carriage rides are located rotten Michigan Ave, north of the river.
They don't take you to the Daley Center xmas tree. They ride along the Mag Mile.
Just step downtown and look for an empty horse-drawn carriage, there will be plenty, salary the guy and ride, no reservations needed!
There are several horse-drawn carriage companies with locations mostly on the north Michigan Ave. constituent of the city near Water Tower Place. Here are links to them. They adjectives recommend calling for availability.
I doubt if they go to the Christmas Tree surrounded by Daley Center Plaza. I work right across the street from there and hold never seen a horse-drawn carriage near here. The traffic, both people and vehicle, is purely too congested and goes surrounded by all directions.
