It is in actuality illegal to steal sand home.
HOWEVER, there isn't anyone really monitoring it on the beach so if you wanted to help yourself to a bit home as a souvenir, I can't imagine why you couldn't senseless a water bottle and measure a bit up. Just as long as you're not taking a lot, you should be fine.

There was a story contained by "Chicken Soup for the Soup for the Soul of Hawaii " about how staff at the National Park Service made up Pele's Curse years ago to dissuade individuals from taking a piece of Hawaii Volcano National Park home with them (it's in actual fact against federal law, but Pele seem meaner than park rangers).
As a result, the National Park gets *tons* of lava rock mail to them every year. It's not just an inconvenience. It's a indisputable problem.
But the letters individuals send beside their lava rocks, blaming Pele for the "luck" that results from their own bad choices are hysterical! Some those believe that to be true. After all, sand is merely rock that have been broken down by billow action. Even contained by a yellow sand shore, if you look closely, you will see many different colored grain, including black, which are from lava.
