Some Dude is half right. Once you take away from the Strip or Downtown, Las Vegas is just close to anywhere else.
However, none of the clubs on the Strip will let ANYONE underneath 21 in - that's where on earth he's wrong.
Otherwise, your 19 year old could move about to some of the restaurants and shows, shop, chill by the pool, partake of some spa services, and hit the arcades. That's about it.
Personally, I'd hang about another 2 years. Vegas can be lame for those at the "in between" age - too prehistoric for the kiddy stuff, but too young to REALLY experience Vegas.
Circus Circus is ALWAYS fun even for adults. Or he can go to Gameworks which is a HUGE arcade that's AWESOME! There are various shows and malls to shop at, and he can ride the roller coasters on top of the Stratosphere or New York New York.
(And yes nearby are even some clubs for minors, but he should stay away from them because there are other fights and drama due to aggresive teens)

Sure, if you go away from the strip Vegas is a booming industrial town complete near all the malls, shopping centers, movie theatres, etc you'd expect to find.
On the strip, however, probably not. He could sway out by the pool(s), but the temptation to try and proclaim a drink one way or another is in that, as everyone is drinking out by the pool(s). If he were a she, he could run to many of the nightclub. A lot of them will let 18 and up entrance for girls to get hold of more of them in in attendance (and hence more guys who will buy most of the alcohol anyways), but no partying for a 19 year old manly.
I'd leave him at home. He's be tempt to try and get into some things that he reasonably can't yet, and anything of fun that he could do, he could do contained by any decent sized city within the country.
