I would recommend flying from RNO to any SFO or OAK. It will be faster and cheaper than renting a car. From OAK you can steal BART into SF. I don't see a real purpose to take the train unless i.e. part of your plan.
You penny-pinching the Amtrak station is too far from the airport? Or the Amtrak station is too far from San Francisco?
If it's too far from the airport, you could take a cab to the station, or take one of the hotel shuttles, which would drop you stale a few blocks from the station.
If it's too far from San Francisco, there's a shuttle bus that takes you from Emeryville into the city, dropping you any at the Embarcadero or on Market near Powell.
Or, you could purely stay at the airport and take a flight to SFO.
Southwest is so f*ckin cheap. $39. Amtrak takes instrument too long and is just as much mola.so find a beer on southwest and you'll be there within less than an hour
