I don't think it make a lot of sense. It's a retarded instrument to make more money for NYC. What happen if you work for a catering company and you need to brand name multiple deliveries within the area contained by a week? Those amounts add up! :-|

Before we get adjectives giddy about it, read it favourably. Improved mass transit, good. Using the money of "social services and improvements" no instrument! Before I see this as remotely positive I need to be GUARANTEED the the money will progress SOLELY to mass transit improvement. Once the money is allowed to be used to build parks and libraries and anything else they can come up with, in that all the money go right down the toilet.
