Why don't we arizonains turn AZ route 79 into a freeway parallel to I-10,the one that goes from apache intersection to oro valley. That a moment ago might make everyone happier since we wouldn't have need of to build new roads into sensitive areas protected from nouns.

The problem is that that doesn't bypass Phoenix. It is supposed to bypass both, so that for example if you are going from Los Angeles to El Paso, you can avoid Phoenix *and* Tucson, not just one or the other.
SR 79 may hold less traffic, but cross-country traffic will still enjoy to go through BOTH cities.
