I was 24 and a few weeks away from my 25th birthday and considered necessary to rent a car to drive on a road trip to Chi Town, but sine I wasn't 25 I have to have my Aunt rent it within her name but I be be added on the rental agreement but it did cost extra.
I don't believe you will be capable of rent one at age 19. email some rental car companies and see if they will engender exceptions. They may, if you can provide Insurance proof as I believe that is their crucial concern
