Take the train. Septa gets you from the airport to the 33rd Street Station. Then you thieve a NJ Transit train into Atlantic City.

Take public transportation, that would be the cheapest. Then a rental car. Most expensive would be a hackney carriage...it's far.
Your best bet would be to use the Rail system. SEPTA have a direct rail chain servicing the Philadelphia airport which will take you downtown and connect you to the NJ Transit express banister line that summarily gets you to Atlantic City. The total fare would be underneath $15 good luck.
It may be cheaper to rent a saloon; even cheaper to take public transportation.
Definitely take the train. You'll solitary have to stop surrounded by one station to switch trains. The R1 out of the airport should get you pay for to 30th Street Station in 30 minutes or so. Then, from within, you'll board the Gambler's Express (I guess they still call it that)...it's an NJ Transit train and the with the sole purpose one that goes to AC. The trip should be roughly 2 hours from 30th Street and it'll drop you within walking distance of Caesar's. A drive from the airport, depending on what time it is will bear you at least 2 hours anyway.
It's over $2 mile surrounded by a cab from the Philly airport so you're looking at probably around $150 respectively way. It would be cheaper to rent a vehicle, which you could do for about $30 a daylight.

You could take the train, it is cheaper. But it isn't breakneck. You could also see if you could fly into Atlantic City airport (not many airlines do).
I wouldn't do a minicab. That's way too expensive. There are train schedule. go to www.njtransit.com. You would hold to catch any a train or SEPTA from the arpt to the 30th street station, (no problem train station right at the airport) then train to Atlantic City. Then you can spring the casino rail shuttle from the Atlantic City Rail Terminal to the casinos. Sorry don't know that cost but it can't be bleak. I mean really 7.25 one road
