The city be going through a fiscal crisis during the 70's. Along with the crisis, the city surrounded by itself was exceedingly unsafe. Lots of crime (murders, muggings, assaults...), drugs and an overall dirty and grimy city (graffiti on the subways and buildings), led those, that could afford to do so, to obtain out of NYC and head to the suburbs where on earth crime was seriously less, areas be cleaner and communities were nontoxic for kids to go to college and to go outside.
If you jump to Long Island and talk to the elder folks, you'll see that a lot of relatives that own homes there may enjoy lived in New York City at one time.
the 1970s is when the suburbs became HUGE surrounded by NYC. they started devloping quickly contained by long island, westchester, etc..and people moved out because they could not afford the elevated cost of living in NYC (you own to be wealthy to live contained by NYC)

NY was a dirty crime ridden place to live and work within the 70s. It didnt get cleaned up a bit til the slowly 80s. Would you want to live somewhere overriden with gang, hookers, drugs, etc ?
All of these answers are correct, however, the biggest reason that in that was a population diminish is because NYC over taxed businesses, which terminated up costing people job, and then near the lack of exotic opportunities, society left the city. The city also salaried for this by basically going in debt, and laying stale cops, firemen, sanitation guys, and other "unneeded" personnel. They paid for this choice near a HUGE crime rate, a dirty city, and other community issues. Luckily, they learned the error of their ways (to a point that is), and the city is cleaner than its ever be, and a city thats the safest big city in the world.

along near what zebj25 said, the population decrease also come at the end of the nonspecific move away from the cities and into the suburbs that began after World War 2. this did not wrap up until late Boomers and the age group after the early Boomers started moving backbone to the cities in the 1980's and 1990's...
