This website has a big account of Philly apartments. Every apartment listed have a website. http://philadelphia.cityzero.net/apartme...
Walk around the neighborhoods you get the impression comfortable with and look for a sign within the window or on the door.
Also, once you pace around and find the areas you like, you can write down those street name and the number blocks. Like Pine Street between 2nd and 14th for example.
Then you will recognize those address in the local weekly. If you do not take the time to hoof it around, you will not be able to know what sort of areas the ad in the thesis are about.
There are two local papers you will have need of to help you. The Philadelphia Weekly and the Philadelphia City Paper - if I muse over correctly. Both will have apartment ad. And I believe both papers are free. You can get them at most corner convenience stores.
Good luck!

rent.com (newspaper have cheaper "less established" apartments though)
The best that I'd found was www.craigslist.com for rentals contained by the area. Also, once you've established on an area (or are possibly still in the process of it) check on www.phillyblog.com.
