Not sure of your dates but Christmas will own some good deal but not New Years. That is the big party hours of darkness NYE. I have see some good prices around Xmas. You can achieve a room for $45 a nite and then use the rest for breakfast. I don't know of any that offer what you are looking for. Go to www.sidestep.com and check for hotel prices.
The only hotel within Vegas that includes breakfast at your price is the Hampton Inn - there's one off of Tropicana Blvd. It's verbs. Quiet. No casino - just a few slot machines surrounded by a room and video poker in the lump area. Decent pool surrounded by the summer.
