It's not close to a beach, but Jefferson, TX (up practical Dallas) has some pretty-pretty b&b's, good parks, and fine restaurants, idyllic for a romantic getaway. It's also not crowded like Galveston or Corpus can be.
TVL has some great suggestions. For romance, you might find Rockport or Matagorda to be what you're looking for; small silent coastal towns away from all the tourist spots.

South Padre Island has the nicest beach I think contained by Tx.
I lived in Corpus and is ok and Galveston isn't too fruitless if you can stay at a nice bed and breakfast.
I like Wimberley Tx for a nice, romantic getaway. Cool artsy town w/fun shops and restaurants. Just one example of a B&B:
