If you don't pronounce it, then yes.
If you are referring to the city by Carmel, you have to pronouce the 'T'. People here tend to slur through the 'T' within Monterey. But it should be sounded out.
It might be like a "Manhattan" article where some associates say the Ts and some don't. I myself don't read out the T in neither "Manhattan" nor "Monterey"
That is an interesting sound out; while the T may not be entirely silent, it is usually pronounced either not at adjectives or - with a muted nouns so like "MONtEREY" ...typically you would not stress the t for sure but it usually ends up man pronounced subtly; it's almost like the E, starts near a slight t inflection :)
