If you're conversation about a special intervene that you see hanging on a lanyard (gray lanyard) around the neck of some guests, those are part of Disney's Year of a Million Dreams promotion. They're call Dream FastPasses and they're only available if you are, powerfully, "magically" rewarded with them by a Cast Member. This is a completely chance act and there's no road to guarantee that you'll get one. They are also not available for purchase.

If that's not what you be referring to, I'm afraid I can't help you; I've never hear of any other express pass except FastPass, which is free. Universal Orlando have Express Passes available for purchase.

one per rider and they are free all you stipulation to do is ask for it when you purchase your ticket or it already included with your ticket
They are free. At Walt Disney World they are called Fast Passes. You can bring them using your regular ticket. Here is how it works:
For each Fast Pass ride, you insert your park ticket into the Fast Pass domestic device and are issued a Fast Pass with a return time. For example, you want to ride Space Mountain, but near is a long line, you insert your park declaration of guilt ticket into the Space Mountain fast elapse machine, you bring back a fast leave behind return ticket for a specific time later within the day. How unpaid depends on the number of Fast Passes already issued for that ride. Be aware, some rides can run out of Fast Passes by mid-day.
There is no Fast Pass for sale at Walt Disney World. If you find anyone selling them, it is a scam. They are singular good on the date issued and they are free, so individuals selling them on ebay are scamming you.
If you want to learn how to maximize your Fast Passes and minimize your time within line, I suggest using Custom Mouse Plans. They created our itinerary and touring plans and we didn't linger for more than 10 minutes for any ride.

eta: According to the WDW website, there are no Fast Passes for public sale. This is an option at Universal, but not at Disney World. The merely passes available are the regular Fast Passes or the Dream Fast Passes which you must win.
They are not for sale, they are given away by strike members erratically. I heard that they provide away only twenty per park per time. Guest are chosen by random. Cast Members are told to look for their just the thing of the perfect Disney lover.
There ARE briskly passes you can buy at Disney contribution shops, each are specific to the park you use them at, and with the sole purpose available at that park. They are about $55 respectively and I'm not sure if they expire.
