Yes, logically you get drinks for laying a bet, how else will they get you too drunk to control your losses? Not sure in the order of dance clubs, though. You'd prob hold better luck on the main strip.
There arent any dance clubs per se downtown but in attendance are several interesting bars.
Vue Lounge on the 2nd floor of Fitzgeralds overlooks Fremont St. and is a great place to study the show.
777 Brew Pub at Main St. Station brews several beers on-site and its a fun place that is commonly busy.
There is also the new "Fremont East" entertainment district surrounded by between the Fremont St Experience and the El Cortez that has reasonably a few bars and restaurants including Hog's and Heifers, a psuedo-biker dowel and the Beauty Bar which is a combo salon and bar which have gotten some good reviews. Most of the trendier tap clubs are located on the strip. If there are any rumba clubs on Fremont Street (and I haven't heard of any) they would be smaller and probably not as trendy.
As a thing of hospitality, all casinos surrounded by Las Vegas offer free drinks to gamblers.
