There's a club at Paris. Then another at Luxor that are really hip-hop. The "hottest" clubs in Vegas right presently mishmash hip hop with the other genre of music (top 40s).
succabus is close, but no cigar.
most of the clubs spin techno and top 40 mixes.
OPM is the lone true hip-hop spot.

Almost every club on the Strip plays mainly hip-hop. Some clubs own 2-3 different rooms, and the main room is usually hip-hop, while the others hold either rock or house music playing. The hottest clubs at the moment are Pure at Caesar's Palace, Jet at the Mirage, and Tao at the Venetian, but that doesn't imply that the rest are not good (Rumjungle, Studio 54, Light, Rain, Moon, Body English...)! Honestly, they play matching music everywhere, so it really doesn't matter where on earth you go. The Forum Shops at Caesar's own another club that plays predominantly hip-hop/R&B - it's called OPM.
About bar - try the Shadow Bar at Caesar's or the V Bar at the Venetian. Also, you can go to any lounge - Tabu (MGM), Lure (Wynn), Mix (Mandalay Bay) ...
