Montecito for sure. That's where Oprah have her estate. Houses there start around $2 million.
There aren't really any "upper-class" shopping areas. State Street have a Saks.
I believe the Sumerland/Montecito area might be up near, if not the top. However, there's not much "upper-class" shopping except contained by a small area right sour the 101.
