Leon Valley is known for setting up speed traps. I would also step with Windcrest.
Windcrest is your best bet, but, it's getting there where on earth it too has it's more unsafe moments. It's sad that as a city ages, it's more civilized areas often loose it's advantage except like Alamo Heights, but that's because they do hold their own police department and their own school district; whereas Windcrest although they enjoy their own police, do not have their own college district. I would move further north to 1604 if I were basically moving to SA.
