It's be many years since I be there, but I believe it is the entire block between 2nd and 4th and Broadway and Colorado on this map. Actually, I think section of that is a precinct with a parking deck. Anyhow, it's a apt map:

Don't worry because it's a TRUE slow-paced small city with a wonderful atmosphere. Lots of parks and tourists and stuff.
This is a secretive that no one know about but natives! The Santa Monica library (601 Santa Monica Boulevard) on Santa Monica Blvd. and 6th street have underground parking for $1 per hour and it's open behind time (until 10 p.m., I think). It's a short walk from in attendance to 3rd Street promenade. I have be able to park at the library on a hot, summer light of day without any problem. The parking is designed for anyone -- not just family going to the library. The trick is to take the 5th Street exit bad of Hwy 10. Go right on 5th to Arizona (you'll pass Santa Monica Blvd.), turn right on Arizona and afterwards right on 7th street. The entrance to library parking is on 7th right before you achieve to Santa Monica Blvd. That way you won't capture caught up surrounded by the Santa Monica Blvd. traffic which can be narly on a hot summer day. Have fun!
You can park in the parking garages at the Santa Monica Place Mall, or within special lots off 2nd Street, which are available for the Promenade shoppers. There's street parking but it's metered and restricted to 2 hours. The parking garage is the best option.

YOu can park at the parking garage at Santa Monica Mall. YOu can park in attendance for 3 hours free (if you enter before 5 pm on the weekends) or free adjectives the time on weekdays. It's a short walk to 3rd street if you come out through the mall's food court. It's abundantly better than parking on the street or the paid lot at the pier. You can enter the garage sour Broadway St.
